How old should a child be before they are allowed to scuba dive? Is there an age limit?

PADI allows children as young as 8 to do a bubblemaker course which introduces the very basics and lets kids have a chance to breath under water in up to 2m of water. At 10yo a child can complete their Junior Open Water certification.

Whilst it depends a lot of the maturity of the child, to be honest I believe those ages are a little too young. My daughter just turned 12 and I think only now is she starting to become mature enough to understand the risks and seriousness of scuba diving.
